PROBLEM TO BE SOLVED: To provide a means for setting and implementing a safety conformity program to be incorporated in a safety controller, without expertise in regard to a safety standard. SOLUTION: In a support apparatus a guidance display for generating a safety conformity program file displays as a menu, a safety application list including the safety conformity programs formed by combination of basic logic operation instructions on which authorization has been granted as satisfying the safety standard, and a function block specialized in the calculation control of a safety unit, and further having received the authorization of safety standard. The support apparatus further includes a generation means configured so that, in response to one safety application selected by a prescribed user operation, the generation means reads out both the safety conformity program prepared in advance and a safety unit connection parameter from a predetermined database, corresponding to the combination of the safety controller and the selected safety application, so as to transcribe it to the safety conformity program file.
