<P>PROBLEM TO BE SOLVED: To prevent a risk of immersion of a fuel cell power generation apparatus even in the case where failure in a check valve, electromagnetic valve, etc. and air suction in a piping are caused simultaneously. <P>SOLUTION: In a fuel cell power generation system, a low-temperature coolant water outward line 27 and a low-temperature coolant water homeward line 34, which circulate water for heat exhaustion, are connected between a condenser 22 for water recycling and a low-temperature side cooler 40 of a heat exhaustion processing device 33. Parts of the low-temperature coolant water outward line 27 and low-temperature coolant water homeward line 34 connected to the low-temperature side cooler 40, respectively, are to rised above a water chamber of the low-temperature side cooler 40 and a cooling pipe for thermal exchange, and the pair of rising parts 27a, 34a are communicated with each other by a communicating tube 47.
