<P>PROBLEM TO BE SOLVED: To hold an assembly by dynamically judging that an assembly for a desired request time is possible without designating a specific holding time in the assembly. <P>SOLUTION: As for an assembly to be held, the information of at least a conference participant, a required time, and a period (time, time limit) when the assembly should be held is input. The location information of the conference participant is acquired by using a location information acquisition means, and whether or not the location information makes it possible to hold the assembly is decided. When the location information makes it possible to hold the assembly, a use facility and the schedule information of the participant is acquired. When the schedule of the facility to be used for the assembly and the participant has a spare time for a conference required time or a spare time sufficient for participating in the assembly in the required time based on the schedule information, the facility is reserved.
