PROBLEM TO BE SOLVED: To facilitate adjustment of the concentration of developer to be supplied to a developing device. SOLUTION: The liquid developer circulation device 27 includes a recovery mechanism 29, a concentration adjustment mechanism 36, and a developer supply mechanism 37. The recovery mechanism 29 recovers liquid developer. The concentration adjustment mechanism 36 adjusts the liquid developer recovered by the recovery mechanism 29 to predetermined concentration. The developer supply device 37 supplies the liquid developer of concentration adjusted by the concentration adjustment mechanism 36 to the developing device 14. The concentration adjustment mechanism 36 includes: a second recovery container 271 capable of storing liquid developer recovered by the recovery mechanism 29; and an adjustment container 272 connected to the second recovery container 271 and supplied with the liquid developer supplied from the second recovery container 271.
