PROBLEM TO BE SOLVED: To provide a radio communication system, radio communication apparatus, program, and radio communication method. SOLUTION: The radio communication system includes a first communication unit which performs non-contact communication with the other radio communication apparatus and receives characteristic data representing the communication function of the other radio communication apparatus, a second communication unit which can perform radio communication at a faster communication speed than the first communication unit, a decision unit which decides whether the other radio communication apparatus has a communication function corresponding to the second communication unit on the basis of the characteristic data, and a format conversion unit 260 which converts the data format of transmission data to be transmitted to the other radio communication apparatus into a data format such that the amount of transmission data decreases, and is characterized in that when the decision unit decides that the other radio communication apparatus does not have a communication function corresponding to the second communication unit, the first communication unit transmits the transmission data whose data format is converted by the format conversion unit to the other radio communication apparatus.
