PROBLEM TO BE SOLVED: To realize power saving and rationalization by utilizing numerical analysis, when forming a thermal critical output correlation expression of a fuel assembly wherein many fuel rods are arrayed regularly in a channel. SOLUTION: This formation method has a small scale experiment evaluation step (S4) for determining the thermal critical output correlation expression based on an experimental result of a partial fuel assembly wherein a cross section includes at least one fuel rod and has a shape formed by cutting out a part of the cross section in the fuel assembly, and a large scale analysis evaluation step (S5) for determining the thermal critical output correlation expression analytically relative to the fuel assembly having an actual shape based on the thermal critical output correlation expression acquired in the small scale experiment evaluation step. The functional form and the coefficient of the thermal critical output correlation expression are a functional form and a coefficient which are optimized based on thermal critical output experimental data of the partial fuel assembly.
