A buffer of a semiconductor IC is provided to enhance stability of the semiconductor IC by outputting a low signal which maintains a constant level in response to an input signal. A buffer of a semiconductor IC(Integrated Circuit) includes a controller(100) and a comparison unit(200). The controller outputs a control signal with plural bits based on comparison between distribution and reference voltages. The comparison unit outputs a voltage level, generated according to the control signal in response to an input signal, as a low signal, and a source voltage level as a high signal. The controller includes a comparison signal generator and a control signal generator. The comparison signal generator activated by an enable signal compares the distribution voltage with the reference voltage, and generates a comparison signal. The control signal generator outputs the control signal when transition of the comparison signal is repeated for a predetermined time.
