PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a glass preform where pressure in a core pipe can be stabilized while preventing the leakage of a corrosive gas and the like from a top cover side. SOLUTION: The apparatus 1 for manufacturing the glass preform which heats a glass fine particle deposite 10 using a vertical core pipe 2 has a liquid sealing mechanism to seal the inside of the core pipe 2 to outside air with a liquid L on a top cover 4. The liquid sealing mechanism includes a cap part 4B which is located to be different from the main body 4A in the top cover 4 and which rotates integrally with the supporting rod 10A of the glass fine particle deposite 10, a pressure buffering chamber 43 which are formed between the cap part 4B and the main body 4A in the top cover 4, and an approximately annular liquid storage space 45 which is located at the main body 4A in the top cover 4 at the state of communicating to the pressure buffering chamber 43 and which stores the liquid L to dip the lower edge part 48 of the cap part 4B.
