PROBLEM TO BE SOLVED: To provide a shift preventing structure of a carpet which is capable of surely preventing a shift irrespective of the hardness or thickness of a carpet or a mat. SOLUTION: A lower side sound shielding layer 21 provided with many locking projections 21a on the upper surface and an upper side fiber layer 22 backed by a backing layer 26 provided with many locking projections 26a on the lower surface are laminated through a layer 23 to be locked. The locking projections 21a on the upper surface of the lower side layer 21 and the locking projections 26a of the backing layer 26 on the lower surface of the upper side fiber layer 22 enter the layer 23 to be locked and lock the layer 23 to be locked, and the position shift of the lower side layer 21 and the upper side fiber layer 22 is prevented.
