PROBLEM TO BE SOLVED: To provide a programming device capable of performing programming with high working efficiency because a parallel circuit can be easily produced. SOLUTION: When a pointer of a mouse is moved onto a contact instruction desired to be selected and dragged, a contact instruction of the same coordinates as the X coordinate and the Y coordinate of the mouse pointer is retrieved from a position coordinate storage area of the contact instruction. If there is a contact instruction having the same coordinates with the drag left behind as it is, the mouse pointer is moved onto another contact instruction by which a parallel circuit is desired to be created to store the X coordinate and the Y coordinate of the mouse pointer in the mouse pointer coordinate storage area, and a contact instruction of the same coordinates as the X coordinate and the Y coordinate of the mouse pointer is retrieved from the position coordinate storage area of the contact instruction. If there is a contact instruction having the same coordinates, by dropping the contact instruction dragged from the mouse, a parallel circuit of a ladder diagram is created.
