PROBLEM TO BE SOLVED: To provide a heat-shrinkable polyester film which is excellent in ink adhesion in printing, desorption properties for ink of a type which is desorbed by an alkaline aqueous solution, openability after label cutting when the film serves as a label, workability in a printing process and a tubing process, and shrinking finishing properties (suppression of whitening due to shrinkage, suppression of uneven shrinkage, suppression of wrinkles, suppression of distortion and longitudinal sinking, etc.), and which has a fine appearance after heat shrinkage and excellent electrostatic adhesion. SOLUTION: This heat-shrinkable polyester film is characterized as follows: a shrinkage factor in hot water in the direction of maximum shrinkage at 85°C is 20% or more; a nitrogen atom content at least in one surface layer part is 0.2-5.0%; wetting tension on a surface is 45 mN/m or more; and a specific resistance value of melt is 0.70×10<SP>8</SP>Ωcm or less.
