PROBLEM TO BE SOLVED: To provide an image processing IC and image processing apparatus using the same in which image quality or visibility can be improved for various kinds of input images.

SOLUTION: An image processing IC 20 according to the present invention is a semiconductor integrated circuit device which generates a desired output image by calculating a luminance conversion coefficient based on a luminance histogram of an input image and applying luminance conversion processing corresponding to the luminance conversion coefficient to each of pixels constituting the input image, and includes a means (15) for acquiring information about luminance of the input image and sending this information to the outside of the IC and a means (11) for variably controlling parameters relating to the luminance conversion processing so as to perform luminance conversion processing reflected with the information about the luminance of the input image in response to an instruction from the outside of the IC.
