PROBLEM TO BE SOLVED: To provide a foaming filler capable of using a through hole even after arrangement of the foaming filler relative to a hollow structure body and suppressing a phenomenon that the foam body is swelled out from the through hole when a portion formed with the through hole is efficiently filled by the foam body. SOLUTION: In the foaming filler 11, a base body 12 for forming the foam body is provided and arranged at the inside of the hollow structure body 31 having the through hole 33a. On the base body 12, an opening 12a having a wider opening area than an opening of the through hole 33a and arranged so as to surround the through hole 33a is formed. In the foaming filler 11, an upper wall 13 followed to flowing or thermal expansion of the base body 12 at heating is provided, and the upper wall 13 suppresses intrusion of the base body 12 into the through hole 33a by closing at least a part of the opening of the through hole 33a by the following.
