PROBLEM TO BE SOLVED: To provide a brake controller capable of continuing brake control even if a means for operating a target brake control amount is lacked. SOLUTION: The brake controller is provided with a first control unit for operating the desired target brake control amount according to the brake operation state of a driver; a second control unit for giving a drive signal to load for giving braking force to a plurality of wheels so as to be converged to the target brake control amount; and a backup operation part provided on the second control unit, inputted with the brake operation state amount separately from the first control unit and operating the target brake control amount. The second control unit appropriately selects the operation value of the plurality of target brake control amount according to the operation state of the first and second control units.
