A debugging program starting instruction dividing unit (61, 71) divides, when it receives a starting instruction of a debugging program sent from a communication port (1), the debugging program received, for an execution unit designated by that starting instruction. A debugging program starting unit (62, 72) is provided for each execution unit (A, B), and starts, on the basis of the starting instruction divided by the starting instruction dividing unit (61, 71), a debugging program (63, 73) on the execution unit designated by the divided starting instruction.
