PROBLEM TO BE SOLVED: To stably receive an incoming signal without increasing power consumption. SOLUTION: A control part 100 controls a transmission part 200 and a reception part 300, detects the receiving quality Sx of an associated access point APx, monitors only a beacon from the access point APx when the receiving quality Sx is good, monitors both beacons of the access point APx and another access point APy of the same band of the access point APx when the receiving quality Sx is medium, and monitors respective beacons of the access point APx, the access point APy and an access point APz of another band when the receiving quality Sx is not so good. Then the control part 100 finds out the receiving quality Sx, Sy, Sz of respective monitored access points APx, APy, APz, compares these receiving quality each other so as to associate these access points with the other access points AP.
