A composition comprising a non-polar solvent soluble fraction of Cantharis and a skin permeation promoting agent is provided to grow hair with minimized side effects on skin. A composition for promoting hair growth comprises 0.001-10 parts by weight of a non-polar solvent soluble fraction of Cantharis and 0.1-10 parts by weight of a skin permeation promoting agent selected from the group consisting of fatty acids, esters thereof, and fatty acid alcohols, wherein the non-polar solvent is hexane, acetone, chloroform, dichloromethane, or ethyl acetate. The composition is medicine, quasi-drug, or cosmetics.
