PROBLEM TO BE SOLVED: To provide a sheet soap rich in soap base or soap component, excellent in water solubility, drought resistance and blocking resistance. SOLUTION: The invention relates to the sheet or film soap excellent in water solubility, drought resistance and blocking resistance by molding a mixture comprising a film forming material (A) obtained by mixing at least one (a) selected from a group comprising a hydroxypropylmethylcellulose, methylcellulose, hydroxypropylcellulose, hydroxyethylcellulose and hydroxyethylmethylcellulose, and (b) at least one selected from a group comprising an etherificated high amylose starch, an esterified high amylose starch and cross linked starch, and (B) a plasticizer, and (C) the soap component, into a sheet or a film richly containing the soap material or soap component and without forming undissolved lumps.
