<P>PROBLEM TO BE SOLVED: To provide a development device, a process cartridge and an image forming apparatus which can form a uniform toner cloud layer to obtain a uniform image, and can reduce the size of the entire apparatus as a whole. <P>SOLUTION: The image forming apparatus includes a conveying member 12 disposed so as to face a latent image carrier 14, having plural electrodes insulated from one another and arranged at predetermined intervals on the surface thereof; a voltage application unit 18 applying a voltage of n phases (n is a positive integer not smaller than one) to the electrodes; a toner supply unit 11 for supplying the toner to the conveying member; wherein a cloud of the toner is formed by applying the voltage of n phases to the electrodes by the voltage application unit, then a visualized toner image is formed on the latent image carrier.
