PROBLEM TO BE SOLVED: To activate content distribution while protecting copyright.

SOLUTION: This content selling device 1 inquires of a copyright information managing device 2 as to whether the sales of content is permitted when receiving a request to sell the content from a terminal device 51. The content selling device 1 discloses information of the content on an IP network 3 when receiving information that the content is permitted to be sold as response of the inquiry from the copyright information managing device 2. The content selling device 1 acquires the content from the terminal device 51 holding the content and transmits the acquired content to a terminal device 61 when receiving a request to purchase the content from the terminal device 61. Further, the content selling device 1 pays copyright charge of the content to an owner of copyright.
