PROBLEM TO BE SOLVED: To provide a moisture permeable laminate excellent in moisture permeability, heat sealability and flexibility and also excellent in high frequency weldability and pinhole resistance, and a laminate composed of the moisture permeable laminate and a base material. SOLUTION: The moisture permeable laminate includes a layer comprising a potassium ionomer (A-1) wherein the neutralization degree of an ethylene/unsaturated carboxylic acid copolymer with an unsaturated carboxylic acid content of 8-30 wt.% is 50% or higher, or an potassium ionomer composition (A-2) and a layer comprising an ethylene copolymer (B) and is characterized in that its moisture permeabable coefficient is 0.005 g/m×day or above.
