PROBLEM TO BE SOLVED: To provide an image monitoring apparatus capable of appropriately selecting a camera in use by relatively applying performance evaluation to a plurality of installed cameras. SOLUTION: The image monitoring apparatus includes one or more image processing units, each being provided with an image input section and a target detection section for detecting a region where a target exists from an image received from each image input section, and a target recognition section for identifying the existence, the attribute or the entity of the target, and is constituted of a selection section for selecting a parameter for one or more optimum image processing units or target detection or target recognition, by executing relative performance evaluation of the recognition performance of each image processing unit; and an output section for outputting the information of the target, on the basis of a result of the recognition obtained in a state selected.
