PROBLEM TO BE SOLVED: To provide a device extracting a test case taking a completion state of a software component into consideration from created test cases. SOLUTION: This test case extraction device is provided with a state transition information reconstruction part and a test case extraction part. By means of the state transition information reconstruction part, state transition information consisting of states transitional from an operation initial state of an object is generated from state transition information, which includes information and the like previously associated with a feasible state of the object and a transited state of the feasible state in occurrence of an event, and function completion information, which is previously associated with the feasible state in a development step of the software for controlling the object and shows a completion state of each of software components corresponding to a function of the object, with consideration given to the completion state. By means of the test case extraction part, test case information, which can be tested in the completion state in the development step, is extracted from test case information previously set for verifying whether the object satisfies design specifications or not.
