PROBLEM TO BE SOLVED: To provide a vehicle control device, which can keep high controllability for axle torque when an actuator of an internal combustion engine is operated in order to control the axle torque. SOLUTION: An engine control section 30 outputs the information about upper and lower limit guard values of the axle torque to a cruise control section 32, a traction control section 34, and a stability control section 36. The cruise control section 32, the traction control section 34, and the stability control section 36 generate desired axle torque within the range of the upper and lower limit guard values. The engine control section 30 calculates a desired value of the axle torque based on the desired axle torque and the operation amount of an accelerator pedal detected by means of an accelerator sensor 20. The actuator of the engine 2 is operated based on the desired value. The engine control section 30 corrects the upper and lower limit guard values based on the actual axle torque when the desired value coincides with the upper and lower limit guard values.
