PROBLEM TO BE SOLVED: To provide a high-efficiency computation processing technology in the generation of a dither matrix. SOLUTION: The present invention provides a method for generating a dither matrix. Said method includes an evaluation value determination step of determining, for each storage candidate element, a matrix evaluation value that is an evaluation value representing a correlation with a predetermined target state. Said evaluation value determination step includes a step of extracting an element block that is a set of storage elements and constitutes a part of the dither matrix, and a storage candidate element selection step of selecting the storage candidate element from among a plurality of storage elements constituting the extracted element block.
