PROBLEM TO BE SOLVED: To provide an electrifying member which hardly causes unevenness in an image even when the member employs constitution in which a surface layer is suitably roughened, hardly causes sticking of toner or additives used in the toner to the surface of the member even when repeatedly used over a long period of time, and can perform stable electrification and enables an image to be output over a long period of time even when using a DC contact electrifying method. SOLUTION: The electrifying roller is provided with a core metal 4, a conductive elastic layer 1 formed on an outer circumferential surface of the core metal and a surface layer 2 formed on the conductive elastic layer, wherein an average film thickness of the surface layer 2 is 150 nm or more and 600 nm or less, the minimum film thickness and the maximum film thickness of the surface layer are -50 nm or more and +100 nm or less with respect to the average film thickness of the surface layer, and further the outer circumferential surface roughness of the surface layer is 1.5μm or more and 8μm or less in an area 10 point average roughness measured by a scanning type white interferometer.
