PROBLEM TO BE SOLVED: To provide a web winding device and its winding method capable of preventing any degradation of the winding quality even when a thin web is continuously wound at a high speed. SOLUTION: The turret type web winding device which has a plurality of winding shafts, changes the winding of a web traveling by the turret operation from a current winding shaft to a new winding shaft to continue the winding operation of the traveling web comprises a pre-drive roll which is rotated at the peripheral velocity synchronous with the traveling speed of the web, a touch roll abutted on the web during the winding around the winding shaft, and a position moving means which is rotated while being abutted on the pre-drive roll when the touch roll is at the waiting position, or moved to the operating position and abutted on the new winding shaft during the changing.
