<P>PROBLEM TO BE SOLVED: To provide a nonmagnetic one-component development system which ensures good charge rising, has good charging characteristics, can prevent occurrence of a ghost image, causes less ground stain, excels in dot reproducibility, developability and transferability, and also has good fixability, and to provide a development device. <P>SOLUTION: In the nonmagnetic one-component development system, toner is obtained via a surface treatment step of treating the surface of the toner for image formation containing at least a binder resin, a release agent and a colorant with a fluorine-containing quaternary ammonium salt compound in an aqueous medium in which the toner has been dispersed, the toner has an external additive on the outermost surface, and a toner composition used has an acid number of 5-30.
