PROBLEM TO BE SOLVED: To prevent missing of a time-out event generated when a lot of timers simultaneously time out, to manage timer request without missing time-out notification to a lot of the timer requests, in a timer management device and a timer management method. SOLUTION: Each registration area (buffer) has a ring buffer structure reservation table (c) storing a clock counter value of a CPU, a registration quantity of the timer request, and timer registration information #0-#n of each the timer request in each identification value of a system clock (Tic) unit. When receiving the timer request, the registration area having a free space is retrieved with the registration area (1Tic, 2Tic, etc.) corresponding to timing of its time-out as a starting point, and timer information of the timer request is registered in the registration area. The timer information of each the timer request registered in the registration area (0Tic) corresponding to the current timing is read, and the time-out is notified to a request source of the timer request.
