PROBLEM TO BE SOLVED: To provide a driving operation evaluation device capable of properly evaluating the driving operation of a driver in consideration of a traveling environment of a vehicle. SOLUTION: In the driving operation evaluation device, an allowable driving operation range is set from an aspect of energy consumption suppression, and the driving operation of the driver is evaluated on the basis of a degree of the deviation of the driving operation of the driver from the allowable driving operation range. The device is characterized in that it is provided with a traveling environment detecting means for detecting the traveling environment of the vehicle, an allowable driving operation range setting means 82 for setting the allowable driving operation range on the basis of the traveling environment of the vehicle detected by the traveling environment detecting means, a driving operation detecting means for detecting the driving operation of the driver, and an evaluating means 84 for carrying out evaluation by comparing the driving operation of the driver detected by the driving operation detecting means with the allowable driving operation range set by the allowable driving operation range setting means.
