A railway track maintenance vehicle has a chassis that advances along the rails while presenting grinding wheels to the rail surface. The grinding wheel has a side guide flange. The wheel further has parallel rings of grinding tracks, each with series of cutters. The cutters form rows, each cutting block slightly offset from the next. Each cutter block is set at a different cutting angle to the adjacent cutter.
