<P>PROBLEM TO BE SOLVED: To provide an authentication technique capable of preventing a security level degrading while lessening a burden of a manager. <P>SOLUTION: An authentication controller 20, in an authentication system 1 capable of utilizing biometrics information, comprises a determining means for determining whether or not biometrics authentication based on the biometrics information for a specific person is permitted, a transmitting means for transmitting a permission request notice of the biometrics authentication to a manager terminal 70 when determined that the biometrics authentication for the specific person is not permitted, and a receiving means for receiving biometrics authentication propriety information transmitted from a manager.
