PROBLEM TO BE SOLVED: To provide an intake air amount control device for an internal combustion engine properly adjusting an intake air amount, in adjusting the intake air amount introduced in a combustion chamber through a drive control of a variable valve mechanism and a throttle valve. SOLUTION: A target intake air amount PGa depending on engine operational statuses is set based on an accelerator operation amount ACCP and engine rotating speed NE (S100). Then, an estimated intake air amount SGa as an estimation value of the intake air amount introduced in the combustion chamber is calculated (S110). A target throttle opening TAp of a throttle valve is set based on the target intake air amount PGa and the engine rotating speed NE (S120). Target intake valve timing INVTp as a valve timing target value of an intake valve, target exhaust valve timing EXVTp as a valve timing target value of an exhaust valve, and a target lift amount VLp as a lift amount target value of the intake valve are calculated based on the estimated intake air amount SGa and the engine rotating speed NE (S130).
