The cell voltage measuring part 100' comprises a first relay 111 connected to a first battery cell 21a, a second relay 112 connected to a second battery cell 21b, a cell voltage transmission part 120 for outputting an input voltage according to a control signal, a charging part 130 for charging the voltage output from the cell voltage transmission part 120, and a charge voltage transmission part 140 for outputting a voltage of the charging part 130 in response to the control signal.
