PROBLEM TO BE SOLVED: To provide a toner layer forming device capable of forming a toner layer of uniform thickness on the surface layer of a developing roller, and to provide an image forming apparatus and a manufacturing method for the toner layer forming device. SOLUTION: The blade 4 is a metal plate of an approximately L-shaped cross-section formed by bending an end 42 at an obtuse angle. The blade 4 includes a base portion 41 held by the holding means (not shown) of a developing device 10, a corner portion 43 disposed in contact with the developing roller 3, and an end portion 42 by which toner 5 attached to the surface of the developing roller 3 by a supply roller 2 is introduced between the developing roller 3 and the corner portion 43. The blade 4 is held by the holding means of the developing device 10 so as to be slightly pressed to the developing roller 3 such that the corner portion 43 is in contact with the developing roller 3. Also, the blade 4 is disposed so that a distance L between the surface layer of the developing roller 3 and the leading end of the end portion 42 is 15 times or more but 50 times or less as equal to the the particle diameter of the toner.
