PROBLEM TO BE SOLVED: To distribute program information while following up a change in the distribution request tendency of users. SOLUTION: A program information acquisition history tabulation section 1 tabulates a history of program information searches and acquisition requests from a user-side receiver 11, and a program utilization history tabulation section 2 tabulates an acquisition request history from the user-side receiver to a program distribution server 9. A multi-address distribution priority calculation section 3 calculates, from the program utilization history and the acquisition request history, a distribution request tendency for each program attribute and each of program content and calculates multi-address distribution priorities. A distribution route decision section 4 decides program information to be multi-address distributed from the multi-address distribution priorities and the like and issues a distribution instruction to a program information distribution control section 6.
