<P>PROBLEM TO BE SOLVED: To provide a developing device that has the improved ability to stir developer and to provide an image forming apparatus. <P>SOLUTION: The developing device 60 conveys and stirs two-component developer, composed of toner and carrier, by a first auger 86. In the developing device 60, the first auger 86 has a first support shaft 92 that is rotatable, and a first stir vane 92 attached to the first support shaft 92. The first support shaft 90 has a plurality of large-diameter portions 105 and a plurality of small-diameter portions 106 smaller in diameter than the large diameter portions 105.
