PROBLEM TO BE SOLVED: To provide an image forming apparatus which is small in starting torque and with which a high-quality image can be obtained for a long period without performing preliminary rotation to prolong the time of first printing. SOLUTION: At least two or more function members which come into contact with or proximity to each other via a developing solution at the time of image formation operation are parted from each other during the stoppage of the image formation operation and the state that the liquid column of the insulating liquid is maintained in the spaced part.
