A no digging fine partial repair apparatus is provided to have an air chamber formed in a packer to uniformly expand an expanding member with a compressed air injected into the air chamber so as to increase a sticking force of a repairing member. A no digging fine partial repair apparatus(1) easily repairs damaged part in the laying underground without digging the pipe when a drain pipe or a water supplying pipe is partially broken by crack, crevice, and a step. The no digging fine partial repair apparatus includes a pipe-shaped packer(2), caps(3) mounted to both ends of the packer, a pulling ring(8) connected to a wire to pull the packer, and an expanding member and a repairing member to sequentially surround the outer circumference of the packer. The packer includes a left partition(28) and a right partition to divide the packer into three parts. The packer has an air chamber(4) formed in the center and a left coupling part(15) and a right coupling part(15-1) formed at the lateral sides of the air chamber. The air chamber has closed lateral sides and an opened upper side.
