A non-excavating lining method and a non-excavating liner applied to the same are provided to install a lining connection pipe formed with a liner to simultaneously line an old pipe and the lining connection pipe so as to improve adhesive strength. A non-excavating lining method includes the steps of jointing flanges to both ends of a cutting portion of an old pipe, of installing a connection pipe to a lining work starting point and ending point of the old pipe, of installing a lining connection pipe(20) integrally formed with a liner(22) at a leading edge of the connection pipe, of simultaneously lining the insides of the lining connection pipe and the old pipe using a reinforcing tube of the same material as the liner. Prior to the step of lining, a step of inserting a liner branch pipe into a branch pipe branched from the old pipe and lining a connecting portion between the old pipe and the branch pipe is further provided. After the step of lining, a step is further provided to puncture a lining pipe such that the lining pipe communicates with the branch pipe. A step is further provided to finish a lining sealing pipe integrally formed with a liner between the old pipes.
