摘要 PROBLEM TO BE SOLVED: To provide a method of manufacturing a waveguide device capable of forming a waveguide layer having a high electrooptical effect and a waveguide device manufactured by the waveguide device manufacturing method. SOLUTION: The method of manufacturing the waveguide device comprises a waveguide layer forming process of forming the waveguide layer to guide light in a prescribed direction onto a first substrate having electrodes, a polarization alignment process of subjecting the waveguide layer formed in the waveguide layer forming process to polarization alignment treatment by applying an electric field thereto, a panel alignment process of aligning the waveguide layer subjected to the polarization alignment treatment in the polarization alignment treatment process to a second substrate, and a substrate removal process of removing the first substrate from the waveguide layer subjected to the polarization alignment treatment in the polarization alignment treatment process.
