PROBLEM TO BE SOLVED: To provide an excellent optical recording medium capable of reducing the center shifting of an inner hole when assembling an optical recording medium by eliminating a step of matching the center position of the inner hole when assembling the laminated body of the optical recording medium to work the inner hole after the formation of the laminated body, and performing good tracking servo without decentering during reproduction, and its manufacturing method. SOLUTION: This method includes: a laminated body forming step of stacking a recording layer for recording information by using holography and a filter layer between first and second substrates to form a disk-like laminated body; and a through-hole forming step of forming a through-hole so that the center axis in the rotation direction of a servo track disposed in the laminated body matches the center axis of the through-hole when the through-hole is formed in the laminated body.
