PROBLEM TO BE SOLVED: To provide an apparatus capable of simultaneously capturing a part of or all EMM (Entitlement Management Messages) into an IC card even when a plurality of EMM are simultaneously sent out while suppressing increase in the load of a transmitting-side device and without increasing a data size to be held in the IC card.

SOLUTION: The broadcasting apparatus is a station facility 11 for transmitting individual information being information for everytransmission destination, is provided with: an EMM preparation unit 111 for preparing each of a plurality of individual information to be transmitted to the same transmission destination in the same timing by including an identifier of the transmission destination, an update number that is peculiar for each of the individual information and is larger as individual information is new, and an update number list that is a list describing update number smaller than the update number; and an EMM transmission unit 114 for transmitting the individual information created by the EMM creation unit 111.
