PROBLEM TO BE SOLVED: To provide a cement admixture for mortar or concrete, with which the water reducing rate of a high performance water reducer can be drastically increased and high strength can be easily attained and which is used in civil engineering and construction structures and concrete secondary products; and a cement composition containing the same. SOLUTION: The cement admixture is composed of one or more kinds selected from the group comprising a polyalkylaryl sulfonate-based high performance water reducer, a melamine-formalin resin sulfonate-based high performance water reducer, and an aromatic aminosulfonate-based high performance water reducer, and 0.02-0.5 parts by weight of carbonate of sodium or potassium, 1-15 parts by weight, in terms of CaSO<SB>4</SB>, of gypsum and/or 1-10 parts by weight of active silica, each amount being based on 100 parts by weight of cement.
