The method involves defining controls to be carried on an optical fiber and a local loop (13), and distributing hardware and software resources between a central control site (2) and an intermediate connection site (4) based on the controls carried out on the optical fiber and the local loop. The intermediate connection site is connected to the control site and the customer premises equipment through the optical fiber and the local loop. An independent claim is also included for an architecture for distributing software and hardware resources controlling links between customer premises equipments and a telecommunication operator.
