<P>PROBLEM TO BE SOLVED: To select suitable data from among a plurality of data which are to be multiplexed and transmitted, and to select the data and download them. <P>SOLUTION: A load section stores therein the maker and the model of a receiver and the version of a control program, respectively as maker ID, model ID and version ID. Furthermore, the number of the section and the total number of sections are stored. It is investigated as to whether the maker ID and the model ID match stored ones in a ROM of the receiver and it is investigated whether a version number is newer than that of the control program of the receiver. Thus, it can be decided as to whether a program should be downloaded. By referring to a list of downloaded section numbers, it can be known whether all the programs that have been transmitted, while being divided into sections, have been downloaded.
