A composition for preventing and treating diseases caused by vascular damage is provided to inhibit damage of vascular endothelial cell and destruction of blood-retinal barrier. The composition for preventing and treating diseases caused by vascular damage comprises the processed extract of Panax sp. plants having a ratio of ginsenosides (Rg3+Rg5+Rk1)/(Rb1+Rb2+Rc+Rd) of 1.0 or more, wherein the processed extract of Panax sp. plants having 1.0 or more of a ratio of ginsenosides (Rg3+Rg5+Rk1)/(Rb1+Rb2+Rc+Rd) is prepared by heating the extract of Panax sp. Plants at 70-150 deg.C for 2-6 hours; the Panax sp. is Panax ginseng, Panax quinquefolia, Panax notoginseng, Panax japonica, Panax trifolia, Panax pseudoginseng, Panax vietnamensis, Panax elegatior, Panax wangianus or Panax bipinratifidus; and the disease caused by vascular damage is ischemic disease or diabetic complication.
