PROBLEM TO BE SOLVED: To provide a tubular member with a flange such as a bumper stay having a flange with a larger outside diameter than a diameter of a shaft section without performing unreasonable diameter expansion by electromagnetic forming. SOLUTION: The tubular member with a flange is composed of a shaft member 71 made of tubular aluminum alloy material and a flange member 72 made of aluminum alloy material and joined to an end part of the shaft member. A ring-shaped overhang portion 73 is formed near the end part of the shaft member 71, and the total circumferential edge of an opening which is formed in the flange member 72 is curled towards the side of the shaft member 71, being brought into tight contact with the inner surface of the overhang portion 73 while the front end of the edge is inserted into the overhang portion 73 from the inside. A curl portion 75 of an edge part of the opening of the flange member 72 and the ring-shaped overhang portion 73 of the shaft member are simultaneously formed by diameter bulging through electromagnetic forming.
