PROBLEM TO BE SOLVED: To provide a nail art operating apparatus which is capable of accurately drawing an image in a short time and in which the structure of the apparatus itself does not become complicated even when a user can select a pattern among a number of patterns, and a nail art operating method. SOLUTION: The nail art operating apparatus is composed of a fingertip fixing means 32 for fixing a finger 10 of a person to be operated, a stencil printing plate preparing means 5 for preparing a specified stencil printing plate figure on a stencil printing plate paper 41, and a pad 7 for transferring the pattern of the stencil printing plate figure prepared on the nail of the finger 10.
