PROBLEM TO BE SOLVED: To provide a curly hair-straightening agent composition scarcely causing damage to hair followed by the application. SOLUTION: This curly hair-straightening agent composition comprises components (A), (B), and (C) and has a pH of 10 to 14, wherein the component (A) is a keratin-reducing substance in an amount of 0.01-5 mass%, the component (B) is a quaternary ammonium compound expressed by general formula (1): R<SP>1</SP>-N<SP>+</SP>(CH<SB>3</SB>)<SB>3</SB>X<SP>-</SP>(R<SP>1</SP>is a 1-22C straight-chain or branched-chain hydrocarbon group; X<SP>-</SP>is an anion) in an amount of 0.01-20 mass%, and the component (C) is an alkali agent selected from an alkali metal hydroxide and an alkaline earth metal hydroxide in an amount of 0.01-20 mass%.
